When they say "Education Institutions" they generally mean Universities.

In fact in the link it clearly says:

Which is better than the actual game... for the purpose that it is intended for of course. You get the sandbox editor... there is nothing more you could possibly want when the game isn't even released yet, you can build your own game with the editor even without any knowledge of game design or 3d modeling...

GREAT move for them.

This means lots of students coming out of school will be familiar with the system and will be able to jump in with it right away. Companies will also want to use a program that everyone is used to. TONS of free publicity here.

I foresee great things coming out of this and numerous educational applications. I can only imagine what University researchers will do with the engine, and what innovation will be used to bring it into courses.
