is it possible to overclock a video card on a dell?

yes. regardless of make or type (dell, hp, laptop, desktop, etc), as long as you know the type of video you have, you can always oc it

how might i do the overclocking?

try ATI tool. it's one of the easiest to use
how does one go about getting ati tool or power strip?

and do i need additional cooling other than stock fan?
Stock will work but if you want you can put Arctic Silver on the gpu.

k cool. and how about gettin ati tool? how does that work?
You should be fine. OC then check temps on your GPU. To much then lower the core voltage and so on.
www.guru3d.com has both of them. A vantec pci fan wil help a little bit. Keeps my 6600 gt cool.

i clicked find max core and the sucker froze...
click the Show 3d View

increase core and mem by 5 MHz, and set clock... if it doesnt freeze post here.
vpu recover has reset your graphics accelerator as it was no longer responding to graphics driver commands
