I know how to do it in Win7 but for the life of me I can't find such an option in Windows 8 and Google Searches have been less than helpful.

Any assistance from the peanut gallery?

As far as I'm aware there is no GUI to modify this option as it was in the now removed "Customize Start Menu" window, however the registry key might still work and provide the same functionality:

run regedit.exe
navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
find the key name Start_NotifyNewApps
if it doesn't exist, create a new DWORD (32-bit) Value and name it Start_NotifyNewApps exactly
modify it's value, set it to 0 to disable highlighted new apps, or set it to 1 to enable highlighted new apps
close regedit then reboot and see if it has had any effect

chances are this might have no effect or cause problems, if so open up regedit and delete the value

I realize I'm necro-ing this and I apologize. However, I want to let people know (if they try this) they should reboot their computer so the registry change "takes" properly, so they won't get DougS2K's problem.
