Display problem (Noisy images)

Hello,

I have a problem with my PC. Sometimes the display got very "noisy" as you can see in the attached file.
If I minimize all the applications then the background is clean. However if I start any application then I got this noisy, vibrating image.

What do you think, what can be the problem, VGA card, driver, monitor, something else?
