My experience has been that graphics drivers are almost always focused on performance (i.e. fps) and/or compatibility enhancements, and not efficiency enhancements. I would only expect a new driver to be explicitly tweaked for power efficiency if there was a problem with the GPU temperatures related to previous releases. But, I haven't seen anything like that in the handful of driver release notes I've perused in the past.
In a vaguely related note: If anyone related to the dev team for 'The Witcher' reads this, please patch the game to work with a NVIDIA SLI setup. I hate having to disable SLI every time I play the game.
