Thats the 2nd gen E6 memory controler.
For the actual stepping ... it's written on the CPU... the bold part

AMD Athlon
ADA3200 .....

Stepping is a set of numbers and letters on the CPU itself which list its speed the batch it came from and other facts. Usually certain steppings overclock better than others and that is why people always ask if this stepping is good.
