i have a thermalright silver arrow and i'm getting 80 degrees after 10 minutes of Prime95, i'm not suppose to get those temps with this cooler. or i just got a really hot chip

You'd better reseat the cooler, apply new thermal paste (don't apply too much paste, it's a common mistake) and check again. Silver Arrow is plenty enough to cool down the i7 at 4GHz.

Yeah just try reseating again, I'm sure the TIM probably got one sided or too little/too much was added. Just a little pea should do the trick. Remember TIM only helps to fill in the holes that are made from the imperfections on the surface of the copper and cpu.

Make sure nothing's in the way of the CPU and the cooler base. That means checking your mounting system to make sure screws aren't pushing the cooler base from the CPU.

Also, make sure the fan's running, all screws are tightened to the farther they can go, etc, etc.
