Does Graphic Card Enhance Video Playback?

Does a graphic card improve the image quality of a video playback?

yea depends what type of file your playing but alot of them use D3d as a 3D comb filter that helps remove jagged edges and give a sort of high def feel to them. For Blue rays or any other HD content 720P or up it can be a big help.
It can, but usually only if you are playing a HD file, otherwise it usually wont have a noticeable effect.
Sometimes, but it all depends on resolution and video quality. Most discrete GFX cards are more than enough, though.
With newer Intel processors, not as noticeable as you may think. When I used my onboard graphics (which are terrible) I could play back 1920x1080 HD video with absolutely no lag, when my brothers PC with a pentium 4 and a NVIDIA 7600 could not without lag.
yes, normal videos, dvds, and HD/Blueray DVDs are all accelerated and run allot smoother on a decent graphics card, low end GPUs are enough to accelerate them though

back to op,

you will face issues when you have a lack of sufficient graphical power such as (for example) streaming hulu on a 96mb integrated intel gfx - however the nvidia 8400gs and up is a GREAT graphics processor that works flawlessly with hd/blura - for me a fx 5200 is perfect for displaying avi @800x600 res, but studders with hulu - my old ati 200m would display hulu and dvdrips @1080.

what specific card are you inquiring about? your 4850 is obviously more then enough for whatever most users can throw at it.

Does it work with avi and rmvb files? What I mean is not the smoothness of the playback, but does it make the image quality better such as sharper and less pixelated?

No.

USA Patriot is right. It will not make your pictures look better, that's all dependant on your resolution and the image quality of the picture/film in question, it will however allow you to play videos more smoothly if you have an old IGP.

Most of the newer IGPs are fine though.

What are the 3D settings in ati control panel for? It has balanced, quality and high quality. What does it do? Is it only for games?

that will depend on the codec, resolution is what its played back at, and the resolution of the original source.

Easy test is easy.

This machine (crappy shared between the family), celly 3.46/xpress200 IGP (made in 2004).

Play DVD or reasonable quality FLV = fans at max, screaming.

Insert old ATI X700. Play the same files again = silence.
