the fan on the heatsink, does it matter if it is blowing in or out?

i had originally thought that heatsink fans blow in, hence the need or benefit
of having a duct pointed at it,

but at the thermalright site, they talk about the effects of blowing in vs. out

i would appreciate any input you guys have...

ok look at it if the air was blowing in with the air escape? thru the fins right but then wouldn't it be better if u took the hot air and exhast it instead its just like how u cool an engine y do u have a exhast? to get rid of the hot air

When you blow air into a h/s, it gets into all the little crevices that make up the surface area, which is how it cools the cpu. If you suck it, all those little crevices are not getting directly cooled. It would get really hot. Unless you had a really really high powered fan, and then it would be way too loud for a computers use.
