Also is it safe if I don't use memory core voltage. I'm not sure but I heard these cards don't have anything to cool down the ram.

You mean memory (VRAM)? I think the MSI 670 PE does have a 'native' heatsink to cool the memory...take a few minutes to look at this site :

+90 vcore, ram voltage and aux voltage max since launch - still going strong!

Only +90? Why not +100mV. Do you throttle at around 102% as well? Also what are you clock speeds and voltage.

For my card, there's no reason to max out the mem and aux...except in Far Cry 3...while I must raise the offset voltage on the mem into +10mV

Cause i see no benefit in going to +100. These cards have a broken bios, i am running a heavily modified Galaxy bios

Ahh okay... Just wondering because I can't even reach the max 114% power limit I set in afterburner. It throttles at around 102%. Seems I have some power that is missing that could get me more stable but can't even get near it.

So I would probably have to mod my bios or use another to fix the issue?

Modding the original BIOS doesen't fix the throttling issue. You will have to use a heavily modified bios to fix the issue. I will upload it for you, when I get to my computer again.
