I lowered all ULPS even ULPS_NA to 0 and rebooted and it still flickered and went below to 167mhz froma 400mhz idle.. as soon as i raise 800 to any different number itll shoot down to 167 mhz idle and make my 2nd screen flicker... I have 11.4 installed after drive sweeping all other drivers...

11.4 + "ENABLE ULPS" 0 for 0000 and 0001 0002... 0000 already was 0 and 0001 was already 0 0002 was the only one at 1 and ENABLE ULPS_NA was all at 1s.. put those to 0 and still the flicker... Just really frustrating as i have never had a issue like this coming from my 4890s...

Hmm....I thought going down to 167 Mhz from 800 Mhz is just something powerplay table controls. I did not think ULPS has anything to do with it. From what I understood, ULPS is more of a multi card feature, which puts the second card to sleep.
Hoping someone more knowledgeable will chime in.
