Intel Skulltrail, but you need Xeon CPU's. I am not aware of any boards that are dual sockets and support C2Q.

the 9770 is 775. but you can only use the 9775 on skulltrail. the specs of the two processors are identical

qx9770 is LGA775 http://ark.intel.com/Product.aspx?id=34444

There just aren't any dual-cpu motherboards for LGA775--you'd need Xeons (LGA771)

LG771 has the P2P tech required for inter-CPU communication. LGA775 doesn't.

There is no restriction to which OS you can use on a dual socket board.

With the introduction of 6 core CPU's that have HT as well, I think building a dual socket LGA771 machine is a waste of time and money. Because it may be a little older but will still cost a bomb.
