Hard to say without pics, more data.

Wild guess would be your looking at APIC numbers of the cores in HWMonitor rather than counting how many cores are displayed,

And there you have it, both are showing 12 cores, 24 threads.

In the case of HWMonitor APIC ID's 0-11 and 16-27 =24T. APIC ID's are given to each thread, they don't have to be numerically contiguous. Note the clocks show 0 to 5 and 8 to 13 for a total of 12 cores.

No problem, with lots of cores/threads it's easy to just see the first and last numbers and assume that's how many there are.
