When I look at it on RealTemp or Coretemp , the minimum it shows is 38c on both cores. It won't "show" any lower , for a little bit I thought it was messed up and stuck but all of a sudden I seen it move on one of the cores to 39c , 40c etc. Then it dropped back to 38c.

I am used to watching my core temps on my i7 920 but this one acts different , cores not jumping around like normal , just sits at 38c and doesnt move unless its stressed. This makes me think somethings wrong with the thermal whatever it has in it not showing it going lower. With it not moving much I think it is actually idling lower than 38c which is great but I just wish it would show up

This is a new cpu I just installed last night so all the temps are new to me.
Using a Asus P5N-E SLI motherboard.

Also does these temps sound right for it stressed on Intelburntest? On maximum 100% loaded , highest it recorded on RealTemp was 46c on both cores but it looked to be more in the lower 40c's for the duration of the test.

This was at stock clocking , Noctua NT-H1 paste / Arctic Freezer 7 Pro.

This is due to a stuck sensor which means it will never go below 38°C (provided that you don't change the Tj. Max value in either Core Temp or Real Temp). Fortunately, this is common with Intel's 45nm Core2 CPUs, but unfortunately it can be annoying.

So here's the thing: all that matters is what the load temperature is. The only reason I can say this with such confidence is that your idle temperature isn't causing the sensor to move past 38°C, and your load temperature is basically what I would consider to be normal for no overclock.

In other words, it's safe to overclock it!

TJ max is set to 100c. Overclocked at 1333FSB stable (333 x 11 = 3663MHz) , max temp was 54c with the heater on in the room blowing fire.
SuperPi [1M] went from 18.75s (stock 2926MHz) down to 15.447s.

The CPU it replaced (P4 630 Prescott 3.0GHz overclocked to 3.75GHz) did the same test in 36seconds so this is a great improvement for the amount of money spent.

Also installed a E5200 into another machine and Core 1 is stuck showing no lower than 45c , while Core 2 jumps around like normal showing it idling as low as 30c-31c. Oh well , Core 1 cannot be that much diffent than what Core 2 is at any given time.

Both processors are the Wolfdale 45nm Pentium Dual-Core.
 
i can personaly say that for the money spent ,hazed has done a phenominal job on this pc ,i have played cod 5 on it ,and it kicks cyber butt. i mean for such a budget build it holds framerates exelent.

mommas pc is a rockin beast now!!!!lol.
