So I local ip was 192.168.0.199, now it's 192.168.0.198


This caused issues with programs and games that need portfowarding for tasks I need.

How can I prevent this from happening?

Control Panel > network and sharing centre > change adapter settings > right click on the adapter > properties > highlight internet protocol version 4 > properties>use the following IP address

Apologies if you've already tried this - but if you don't it'll just use dhcp, or assign you your last IP if its lease hasn't expired

Flux: What about subnet mask and default gateway?

subnet mask will be 255.255.255.0 and the default gateway will be something like 192.168.1.254, but you can check this by right clicking the adapter and clicking Status>Details.

edit: and for dns servers I always use opendns whose addresses are 208.67.222.222 and 208.67.220.220 ^^

By setting it on your computer, when you connect to the network your network adapter will 'request' that IP from the router. As long as it hasn't been given to another device then you will get the IP. But if the router gives it to another device while your PC is offline then it will cause connectivity issues. By setting it in the router, the IP will ONLY be given to your PC. Either way will likely work just fine but setting it in the router can help avoid potential conflicts.

Set a static one outside of your DHCP range on the computer itself.

Incorrect.
A statically assigned IP on a computer will simply take that address.
If you happen to have a DHCP client with that address you will receive 'IP Conflict' alerts.
The DHCP server will remove that address from being leased until manually cleared.

This is very true, but on really crappy router/modems you get from ISPs, you sometimes can't reserve IPs.

No (as in, correct, you don't have to do anything else). If your Windows box is set to automatically obtain an IP, once your broadcast request with your computer's MAC hits the DHCP server it will match that with the one you entered and give you that IP.

You are correct, I should I stated that you will still 'get' the IP but it won't be specifically reserved for you and will cause issues.
