Evga GTX 260 Doesnt Seem To Go Into 3D Performance Mode

I have an Evga GTX 260 Core 216 and I just got it like a month ago and a few days ago I was benhcmarking on Crysis and I was getting ~40FPS then after I turned the computer on the next day I ran another benchy and I was getting like 10 FPS on High and then today I got furmark to bench again and evga precision and gpu-z to check my frequencies and they are at

core-400Mhz
Memory-300Mhz
Shaders-800Mhz

Even when im playing crysis and benchmarking these do not go up to performance mode which is 626/1053/1350 I dont know whats up is there anything I can do to fix this problem?

Its possible its the Nvidia Drivers causing this try reinstalling them.

Im going to uninstall them and reinstall and see what happens
the drivers was first thing that came to my mind as well.
