I OC my 920 to 4.074 with a BCLK of 194 (21x) @ 1.3v on the MB.

RAM Clock Multiplier is set to 8 as 10 puts it too high.

This puts the RAM @ DDR3 1552 (776MHz). I was able to tighten the timings to 8-8-7-24 from the stock 9-9-9-24.

Is tightening the RAM vs having it at DDR3 1600 a fair trade? Or does it really make too much off a difference at these speeds.

Well turns out that OCCT didn't like the lowered timings.
I had to put it back to 9-9-9-24, though MemTest showed a pass.
