Motor may be dieing. Some fans(cheapies) have notoriously short lives.
Fan is Acting Weird
So, I woke up to the sound of something clicking coming from my computer and I found out that one of my red 120mm fans was going at random speeds. Sometimes, the fan is really slow, but other times, the fan is going at the same speed of the other red fans. I have already checked if there was an obstruction and it looked like there wasn't any. I'm pretty sure that the fan is getting adequate power.
EDIT: This fan is connected to two other red 120mm fans using molex.

Check the speed in the BIOS, see if it shows the speed changes
While you're there, make sure it's at manual 100%

Actually, the fan is running on molex.
