The 28-35 Mbps speed tests are because of the powerboost. Also keep in mind powerboost only applies to DOWNLOAD speed NOT UPLOAD.
This powerboost thing is a temporary boost for roughly 15-20 seconds maybe a bit more it depending on the file size. When you do a speed test it's kind of flawed cuz the powerboost is kicking in.
For larger files you'll notice when you first start a download it maybe going at 20 Mbps or 2.5 MB/s (on the browser) or faster sometimes on your browser and it eventually drops down to your ACTUAL speed which is around 12 Mbps (1.5 MB/s). Again 15-20 seconds of powerboost wearing off here.
To answer your question though stick with 12 Mbps.
