first built ram help

hi, this is the first time that iv started to build a faster rig. im looking at gettin some cheap yet still fast ram, but i dont know which would be faster.
pc2-6400 at 4-4-4-12 http://www.newegg.com/Product/Produc...82E16820148211
or
pc2-8500 at 5-5-5-15 http://www.newegg.com/Product/Produc...82E16820146784
or if anyone has a better ram choice for around 40-60 bucks

According to Tom's Hardware, the Crucial Ballistix has a latency of 5-5-5-14, when overclocked to 1066MHz. http://www.tomshardware.com/reviews/...ry,2079-6.html

I have the Crucial myself and I've been able to get it to boot above 1200MHz with a slight increase in voltage, which is pretty good. So I think you'll do better will the Crucial, not to mention that it's three bucks cheaper.
