You either havn't set up your router to forward the correct ports, or your router can't forward the correct ports, or your ISP doesn't support you hosting an FTP Server. If it is the last option, there is nothing you can do about it.

Well you can always run apache and do directory listing

Or run an ftp on another port.

If his ISP has it setup so he can't run an FTP server, what are the chances that he can run a webserver?
