Isn't it only supposed to use the % that isn't being used when you're gaming, so that if you're using 100% then it will completely back off or is that just true for your cpu?

Yeah and Cool 'n Quiet is suppose to use 100% of your system when the system calls for it.
I play TF2 on max settings while folding, and I've played Crysis on the usual settings with a 3-4 FPS loss, which never really hurt because with the settings I played I had a good FR overall.
