So I'm just wondering, are Nvidia's next gen cards going to be 32nm or are they gonna mirror AMD and skip straight to 28nm so as to not fall behind the game?

TSMC cancelled their 32nm node, and are moving on to 28nm. So, NVIDIA's next genenration should be 28nm, since they don't really have a choice.

Ah I see, are they going to have a major delay because of that or what?

Mmm, is performance going to be a stellar improvement? Looking at CPU architecture, it seems there's up to 50% improvement over the 45 nm process even for a noob like me. Does that mean that GPUs will see that kind of improvement as well?

GPUs and CPus are different.

But improvement will be seen. How much?
Only time will tell.
