Basically, I have a Powercolor Radeon 9600 SE with a nice plastic HS and I was planning on just taping a 80mm fan to the HS, and I was wondering if I should have the fan sucking heat from the HS or blowing air into the HS.

If your HS is plastic, I would be worried.

Most HS fans pull air in onto the GPU.. I am guessing they do that for a reason

Is that just for the GPU or CPU aswell since my CPU fan is sucking from the HS.

And yeah, it's plastic, look at this picture. (Not MY video card, but same type)

Blow air onto the HS...that way cooler, more dense air will flow against the fins of the HS. Good luck!

It's the tackiest thing I've ever seen, just a 80mm fan taped with packing tape to my video card.

I hope it actually cools it though.
