General cooling question, fan sucking from HS or blow into HS?

Basically, I have a Powercolor Radeon 9600 SE with a nice plastic HS and I was planning on just taping a 80mm fan to the HS, and I was wondering if I should have the fan sucking heat from the HS or blowing air into the HS.
