Ghost/Blur problem

I just installed a new game on my computer and afterwards (before even running the game) I started having display issues. For one, my display is stuck about an inch below where it should be (an inch of black at the top of the screen, can't manually adjust it or get it to stay right when I'm at my natural resolution of 1440x990) and there is ghosting of everything and it's blurry. I am ripping my hair out trying to find out what is causing this, any help would be amazing.
