Gigabyte GA-P67A-UD4-B3 System Fan 2 Just 5 Volts ?

I've experienced this with other Gigabyte boards but has anyone with a UD4 noticed that the Sys Fan 2 4 pin fan header only puts out 5 volts ? Any 3 pin fan I connect to it only runs at 450 +/- rpm. The manual says it's 12 volts. The CPU 4 pin header works at normal voltage and speed. I googled this and see many references but no answer or solution. Any insight would be appreciated.
