Dudes, I am new to this forum and also new to overclocking (in fact, I do not perform any single overclocking so I think this is the perfect place to ask for help to the experts) I just want to ask if my Rig is capable of OC'king. I'll always want to overclock it but also afraid.

Here's my Processor.

About my Psu, it makes strange sound when booting, (like a plane screeching)
other than that, there are no issue regarding about my power supply.

Guys, Thanks for your understanding and I really don't know if it's the right place to post this.. Thanks in advanced to those willing to help.

Yes, you can overclock that chip - but there are a number of stipulations.

You really need to have an aftermarket cooler fitted onto your cpu, as overclocking always generates more heat.

By the sounds of it, you have a noisy capacitor or transformer in your psu (which doesn't necessarily mean it's going to fail).

You also need to have a motherboard which supports overclocking (OEM motherboards found in dells, HPs etc almost never support any form of overclocking).

Hope this helps a little

My mobo is ECS G31T-M7. I think it's capable of having OC . The thing I am afraid of is the cooling. Do I really need to buy new cooling system to OC ?

your stock cooling fan is enough for a mild overclock, like 2.8 ghz.
But if you will go 3.0ghz or higher, you will need an aftermarket cooler.

I've never overclocked an intel cpu but I suppose its the same with AMD.

Just go to bios and look for cpu settings / chipset settings.
There will be two multipliers, one for cpu (usually says x10 or higher)
and one for bus speed (usually 200 or higher)

If the cpu multiplier is locked, all you can do is increase bus speed.
*note that when you increase it, the ram is also overclocked.

Read this intel set by step overclocking guide http://www.overclock.net/intel-cpus/1567-intel-overclocking-guide.html
