Google Chrome Server's Security Certificate

For some reason this just started popping up everytime I try to go on a site the uses https.
And it is annoying because even though I click "proceed anyway" it doesn't display any pictures or flash or anything.
It never did this before.
I need it off.

It does it in IE also.
