well... you dont seem to have a general tech issue thread so here i go...

ive got a bottle neck somewhere either in my cpu graphics or memory. Graphics is skipping while playing games and videos... ive got an amd athlon 2200+ TB-B @ 156x13.5 & 1.7v, nvidia gforce4 fx 5200 @ 250MHz eng and 400MHz mem clocks, and one 512mb ddr-sdram stick all on a asus a7v600 mobo. i know this aint the best out ther anymore but ive never had any problems with bottle necks till recently... these skips are short and happen about every 6 seconds...

is there a program i can use to help id where the bottle neck is commin from?
any ideas on how to fix this without spendin more money?

well, it seems like your specs are really nice... have you overclocked your 5200? on mine, it oces great! perhaps that's where your bottleneck is, maybe the card hasn't achieved it's fastest speed. try downloading the latest omega drivers.. heres the link: http://blaze.ausgamers.com/utopiatec..._15672a_7z.php Try using them, they help out a lot! make sure that you have the cooling capacity before you overclock though... good luck and post with your results!
