gpu usage

My gpu usage is at 35 % while idle. I also noticed that my temps are really high compared to what i used to get. I am at 69 C right not and fan is at 1032 RPM. It used to be like around 45

Check your HSF for excessive dust, also, try using rivatuner or a similar program to manually adjust your fan speed

i was also wondering if a temperature of 75 while gaming could cause small lags grom time to time (thinking of dragon age here)

75c is probably not hot enough to cause throttling.Like others have said,grab a can of compressed air and blow the dust out of the cooler and fan on the card
