Hard drive cooling

Am going to replace the fan on the front of my pc case is it is very nosiy, am gonna replace it with this fan http://www.kustompcs.co.uk/acatalog/info_2542.html

Is 18 CFM of airflow, enough to cool a sata 2 hard drive?

That depends on where the drives are... If you could take some pictures of the inside and front of your case that might help.
Don't get SilenX fans. They lie about the performance and sound ratings. I found that my 38.5dba Panaflo fans were quieter then 21dba SilenX. I just sent back three of their fans to get my money back.
Not so sure about that fan pushing enough air.
I mean 80mm fans typically have something like 30 cfm air flow or even more.
Granted those fans have noise level in the mid 20s to 30 but you don't want to sacrifice too much performance at the expense of noise reduction.
You might want to check this thread... it could answer some of your concerns about how to install/where to place hard drives for optimal cooling.
