Theres such thing as Underperforming yes. Mostly found Under RAID arrays if not Configured properly. When it comes to SATA HDD's they can Underperform if there SATA Chip drivers arnt properly installed. Same goes for IDE if the IDE controller doesnt get properly installed.
A general fix for this problem is keep your chipset driversup to date.
You can try running HD Tach to get a benchmark of your hard drive performance. Then compare it against the HD Tach database and see if yours is close to the others.
because there are jus generic drivers for storage so you can put any non RAID drive into a system and it should just work
EDIT oh was that link there before i thought you were asking about the driver thing. that's not bad but like the guy onder me said it's a little low for Sata 300 you should take the jumper off if it isn't off already
