For xbox 360 atleast. I don't think there will be a patch for this unless you tell IW about it.

Turn off Specular mapping, it will fix it.

CoD4 settings comparison they did back when it came out. Specular Mapping would be the second one, just rollover enabled/disabled to see what it does.
