can someone give me a simple clear answer. I've been trying to read different tutorials and figure out different information all morning. Do you disable cstates for stress testing, and then you can re enable them, and do you set power plan to performance while stress testing and can put it back to balanced when you found a successful overclock.

Always stress test exactly the same setup you will run daily. Otherwise you may run into unforeseen issues afterwards.

Just leave the Cstates on auto, maybe you want to enable C7 so that voltage drops on idle. Nothing will do harm by setting Cstates to auto or enabled anyways, specially when overclocking.
