Hi guys, i was wondering if you have a hd 6950 with the bios switch will it be safe to flash it with a 6970 bios, or should i only unlock the shaders ?

Flashing BIOS is never really a "safe" thing, since there is always some risk involved.
I have heard people say just unlock the shaders and you should be good.

Flashing the BIOS is a risky thing since the 6970 uses different timings and voltages for its RAM. There's a reason why the 6970 uses those two extra pins for powers.

Unlocking the shaders only is safer and will give you a 3-5% boost in performance.

If you mess up the flashing, you can recover by using your dual bios switch. It will revert to another bios allowing you to fix the issue. However the 6970 uses different memory, so that could be a instability issue for a flashed 6950. On average, people seem to have no issues what so ever after a bios flash.

Here is proof of dual swicth. (Based on Reference design)
