Yeah getting a brand new part DOA is very unlikely. Not saying it doesn't happen, but it's like 1/1000 (more depending on the part, like CPUs are probably 1/100,000). The only part I have <i>ever</i> received dead was an OEM disk drive I bought like 4 years ago and that was because the moving part was broken, and most PC components don't have moving parts.

i3 can handle H.264 4K without dropping frames. You also won't need an aftermarket cooler as the stock cooler can handle that i3 while remaining very quiet.<br><br>
You also didn't mention a sound card. Are you planning on pushing any kind of serious surround sound setup?

No matter how much you overclock your CPU & GPU, you'd never be able to make either of them break <b>500W (?)</b> combined even if you volt modded your current setup to the extreme running LN2. You'd just be wasting money by going with an 750W on just a light weight system.

You don't need an i5 for HTPC, it'd be a waste. Get Pentium G3258 or i3. Since you want to overclock than go with a cheap Z97 board like, Z97 PC Mate. CM Hyper 212 is good enough to OC with those chips.<br>
Also, you could go for FX-8320 if you really want to OC and play around. It's same price as any decent i3.
