Did you try unplugging the computer for 60 secs and then replugging and testing? If that doesn't work maybe a BIOS reset with PC power cord unplugged is in order.

The power cord has been out all night, no changes

I had 7900X and MSI X299 Tomahawk AC board. I removed it to clean with blower on lowest setting. But after putting it all back, motherboard shows the dreaded 00 error code with CPU debug LED glowing on it.

Tried the PSU on another system and it booted perfectly and sleep worked on it too. So ruling out PSU problem. My fans turn but CPU not getting any power.

To Op, rule out PSU fault by testing it out separately first.

Reset CMOS. Take battery out for 15 minutes.
