Help Request- Adjustable Pulsing LEDs

Looking to get some help making a simple circuit that will be adjustable and make LEDs pulse/breathe/throb. This is what I would to achive;

This is what I found as far as instructions go;

but neither of them include a potentiometer. I am a noob when it comes to electronics so please keep it simple. I'm looking for a parts list and a schematic of the circuit. Any help would be appreciated.

You need a potentiometer in order to control the speed at which the lights blink.

EDIT: Scroll down on the Instructables guide and read one of the comments.

This guy swapped out the cap for a 220uF cap and a 50K variable resistor (AKA potentiometer) to get the lights to blink at adjustable intervals.

I know that's why I said neither of those instructions include that. That's why I'm asking for help.
My meteor lights do that except its basically a cold cathode not a fan.
