by chance have you done a virus/malware scan recently? That's the first thing that comes to mind.

Turn off HT test then turn it back
i have 2 Xeons E5 2658V3 same problem
if no fix turn off core 0 with msconfig or bios and reboot back test , and get the setting back to normal
if it stay Wipe everything and get a new windows
