If I have value ram, why couldn't I just run a divider keeping it at 200MHz, and successfully overclock the rest of my system?

yeah, you can do that. The main thing that will determine system performance is your cpu speed. So if you can up your cpu speed and leave your RAM at stock speeds you will see an increase in performance.

If you do get higher performance RAM that can keep up with your cpu OC then you will get quite a bit more perforance from your rig.
