I dont know about Sandy Bridge, but for the Core 2 series processors, I had to disable EIST (Enhanced Intel SpeedSTEP) in BIOS advanced options in my Mobo to keep my processor from downclocking.

Set your short/long/core to 200/200/300 for 4.5 ghz oc, 255/255/300 if you're going higher.

turn off speedstep, c1e, etc. Turn off all the saving power features of the cpu and it should be static... but i've heard asus boards can't do that. You can try and see what happens

Wouldn't that be the i core's turbo boost? So, yes, turn off SpeedStep in BIOS.

I'm still getting awfull Gflops scores with LinX.
About 40Gflops @ 4.5Ghz, any ideas?

What exactly did you do to disable speedstep, i tried to disable speedstep in bios but its still there

I disabled it in the BIOS. Now I see minor bounces +/- 10Mhz. It doesnt fall to 3.4Ghz anymore.

How do you check if it is still on?

i check with cpuz or with realtemps 3,67, i disable it in bios but cpu z still showing its at 1600 mhz idle.

have cpuz open when you are stress testing it... after a minute or so... turn off the stress test and see if the clock stays the same

if it goes down... speed step is on

Update. According to RealTemp3.67. EIST is on, but I can't see the clock dropping more than 10Mhz

After more testing, the multiplier still drops to 34 under load.
After rebooting works OK for 15 minutes on 100%, then it starts to bounce between 47 and 34. It stays about 12 seconds @ 47, then drops for 5 seconds to 34, and back to 47
According to RealTemp EIST is on after boot, regardless of the bios setting.

What should I do?

Make sure that the following are disabled in the BIOS:

1. That turbo feature that allows the multiplier to be increased by x1.
2. Speedstep.
3. C1E (or whatever you BIOS calls it).

Also make sure that the CPU is not throttling itself when the temps are too high.

BIOS settings were ok.
The problem was airflow. Since I got crazy with watercooling I neglected proper cooling of the rest of the mobo.
Now I'm getting realy nice performance and temps.
