yeah i tryed following a guide on t3h web but i failed, it was my first time using Ubuntu... so i had no idea of what to use..... can you make one using windows? like without using a steam account?

This guide here, though I am not sure if this is the one you used, shows you how to setup a CSS Server on both windows and linux.

See if this might help at all, its very detailed and tells you how much memory etc.. you are going to need. Hope this helps, and if you have any more questions let me know!

Well before you even make the server, I would make sure you have enough bandwidth... For an 10 man server you will want 2500 kilobits/s which means 250 kilobyte/s. For Source games you need ~25 kilobytes/s per client. So hardware is not the biggest issue in most cases. To make one in windows you have to download the steam dedicated server client... So you need HLDS, I'm not sure if they still make it standalone...

About 5 kb/s for a 100tick server in upload per client and 20 kb/s download.

So if you have a redundant line, you want 25 kb/s per client (or 200 kbit)
