The 14X thing. If you can't change it then it means it's locked. But to OC your RAM you set it at a 1:1 Ratio with your CPU FSB. And when you up the FSB to OC your CPU, it automatically adjusts your RAM to the same FSB to keep up.

Which CPU do you have?? You can only change the multi on certain Intel prescott chips and boards. AMDs multi's on the other hand can be changed, on most models.

To answer your questions:

I see you have a cheaper P4 with a FSB of 533Mhz (thats what your mobo supports). I doubt you can overl**** with that board
