Hyper 212 is a great cooler don't let people tell you otherwise. I would worry more about your chip being a c2. Which is what will hold you back. Most people seem to be getting 3.6-3.8 with 1.45-1.5 volts with a decent air cooler.
Is Cool'n'Quiet disabled?
Also, run your fans full, see how much of a difference that makes.
What case have you got? I see you're getting a HAF-X soon, it's likely there's not sufficient airflow for the fans to cool properly.
Changing to the case I have now dropped me 10c on the CPU and GPU.
That's a good cooler you have there, but those temps seem high for what you're at, take the side panel off and retest.
I think a remount of the HS may be in order though, how was the TIM applied?
