With an ASUS P4P800-SE motherboard there is a good chance you can get to 3.2 - 3.5GHz. I have never seen anyone make less than 3.0GHz and with the concurrent raise of the fsb the 3.0GHz at 230fsb X 13 is greater than a 3.0GHz at 200fsb (stock 3.0). So you can imagine a 275MHz X 13 = ~3.5GHz which is possible.
