Is there any way to have a "map" of hard drive, and force the hard drive to seek permission to access anything from it? I can't stand the loud stand of a hard drive starting up, but I still need it in my rig.

Ideal situation:

Some program wants to load something from a hard drive, or Windows wants to open some program from HDD, before loading it asks me "do you want to open a file from hdd" and I can disallow it so that HDD does not start spinning.

Hmm you could unmount it in Disk managment
but that would mean that programs wouldn`t work and you`d have to mount it whenever you need it

Removing its drive letter (unmounting it) is better than unplugging it. Even though SATA drives do officially support hotplugging, I'm not sure it's wise to disconnect and reconnect them on a daily basis. Not when there's a software solution, anyway.
