How to convert .avi to dvd

I would like to know how to convert .avi file to dvd or any other format that can reserve the quality. I have been converting .ogg video file to .avi so I can burn it as a vcd, but then I found out when I play it on my hdtv the quality sucks. So if there are other format that is better than dvd please tell me.
