right click on image, Set as desktop background...

any image can be a "wallpaper" -- if you're asking how to create an image you'd need to draw, photograph or manipulate something into what you want...


google "how to" "draw/use/create" "image/art" etc...

well that is a bit of a vague question, what exactly do you want to do, because as far as i can see you just want to right click on a picture and select Set as Background....
