F2 on mine i see now when I'm in main does it mean it's locked if i cant go down to where it says my speeds and stuff or no?

Well, that mobo has no locked parts, so it shouldn't be. You maybe need another page, that lists stuff like FSB, multi, Vcore, RAM voltage, RAM timings etc.

O no this is a different computer not the one I'm making this computer is an amd i dont have the specs on my but its not a dell or anything its liek VHM its liek custom almost.

EDIT: Yea in cpu-z all it says is K7S8XE with no manufacturer.

If the mobo is form an large oem they usually lock down the BIOS. You might be able to find some BIOS flash to unlock it or if it's a newer system a windows applet to OC the system.

Its an ASRock mobo. ASRock is practically Asus, so its not bad. Uses a SIS chipset, so no nforce, and (oh poo) it has NO overclocking options...sorry man.
